Many satellite subscribers can't receive a viewable picture of their local network stations such as ABC, CBS, FOX and NBC. The Satellite Home Viewer Act is supposed to ensure that these "unserved" households can receive access to network programs via satellite. Unfortunately, it doesn't always work that way. In fact, if you've ever gone through this process you know how frustrating it can be.
Every satellite subscriber that wants to receive network tv stations from outside their local market must be determined eligible. In other words, the satellite provider can't just take your word for it; your address must be run through a database that checks whether your house falls within the local station's broadcast signal footprint. If it does, then you can subscribe to distant networks and start watching network programs. If the database says it doesn't then you must try to get a waiver from your local broadcaster.
Some broadcasters understand their markets and routinely grant waivers to satellite subscribers. Other broadcasters uniformly reject all waiver requests without even investigating whether the household requesting the waiver can actually receive its signal.
The current process is time consuming, confusing and puts the burden on the very person the law was intended to help - the unserved household that has no access to network programming.

The restrictions on who can get out of market tv stations have long outlived their usefulness. If you can buy a newspaper in your hometown from any market in the country, why can't you get access to any local tv station?
Congress must act to extend the Satellite Home Viewer Act by December 31, 2009 to preserve the rights of those satellite consumers who don't have access to local tv stations to get the signals of distant tv stations. Now is the time to get Congress to change the law so that all satellite subscribers can have access to tv stations from outside their home market.
